To get those certain endings, you need to obtain the hat (or unobtain it) in specific ways. When it comes to the endings though, and I'll try and spoiler this. (there's also the offchance you goof and somehow line up neutral, in which case you won't lose nor gain.)

If it is, when you finish the level your CITY electability will raise by 1. You can press "R" at any given time and it'll tell you if it's positive or not.
